曹觀友：州政府耗數百萬尋解困方案•“將聘專家為檳島把脈”

（檳城）檳政府將耗資數百萬令吉，聘專家展開全方位研究，為檳島制定一套詳細的土地規劃、發展及監控方案，以應付未來30至50年的需求。
掌管檳州地方政府事務委員會的曹觀友說，他已在兩週前提呈相關建議，並獲得檳州行政議會的通過，接下來在公開招標前，他們會先諮詢各相關領域專家與非政府組織。
上述檳島大未來的研究，相信是檳州政府繼耗資320萬令吉完成的檳威交通大藍圖後，另一項大手筆的研究計划。曹觀友表示，現階段尚不知研究報告的最後開銷，唯他相信至少會動用數百萬令吉。
“研究員將以各個角度進行深入、全方位的研討，包括山坡發展對社會、經濟、環保、安全等領域的影響、檢討現有的法令指南是不是足夠……”
檳島土地有限發展陷困
曹觀友也說，檳島土地有限以致面對龐大的發展壓力，即便如此，檳州政府對於山坡地發展的管控，仍是全馬最嚴格的。
“時代不斷演變，人民的要求也出現變動，是時候重新擬定規划大未來，以應付未來的各種需求。
曹觀友是在昨日（8日）出席丹絨武雅州議員服務隊主辦的“乾淨、綠色、安全鐵馬行”閉幕儀式時，這麼說，他坦承，檳州的發展規划監控有欠周全，造成有爭議的發展計划可在符合技術規格（technicalcompliance）後過關。
現有指南及監控欠周全
他說，現有的指南及發展監控政策等，都是在國陣在1980年代所擬定完成，即使這些發展指南在2008年民聯政府上台後有作出些許更動，然而卻尚欠周全。
曹觀友說，針對國陣接二連三，甚至涉及用假衛星圖來嫁禍民聯，他們必須作出政治上的回應，然而，即使作出政治上的回應，卻無助於事，他們必須瞭解人民的須要，再做出改革。
“讓我們暫且撇開政治爭論，擬定一個平衡發展政策，它也將轉移檳島面對的發展壓力。”
針對丹絨武雅居協提出將丹絨武雅重新列入“次要發展走廊”（secondary corridor）以免該區面對多一倍的密度發展，曹觀友說，在即將擬定的土地規划研究中，也將同時針對檳州現有的各項發展指南如結構大藍圖（RSN）重新審核。
鄭雨週：避免破壞環境
先凍結山坡地及高樓發展
丹絨武雅區州議員鄭雨週說，既然現在州政府已打算聘請專家制定一套詳細的土地規劃、發展及監控新方案，那他要求先凍結在其選區內涉及次要發展走廊爭議的山坡地及海岸線高樓發展項目。
“我們希望有一個能夠永續經營的檳城，而不是一切都讓路給發展，以致環境受到破壞。”

曹觀友及鄭雨周代表將4萬令吉模擬支票移交給檳州聖約翰救傷隊活動主任郭承基，並由林清和市議員及主要贊助商積德山莊代表張守義等聯合見證。
