YB CHOW interviewed on our traffic problem and solutions

Building more roads palliatives Penang people are too car a (Friendly people)

 At 23:01 on December 13th 2011

Penang transportation planning, has been subjected to people concerned about the issue "friendship" and Caoguan You invited the transportation planning consultant (Dave Turner) to Penang traffic pulse.

Monorail, water taxi feasibility tall, most recently, "ram" the tunnel project, how to implement? And interviews to explore this issue and opt for the relationship you care about me, go out every day are required to face.

Transportation Master Plan with the recommendations of Penang, Penang government has with the consulting firm formed by three consultants contracted to conduct seminars, these three companies are responsible for the AJC's land planning, transportation planning and infrastructure expertise of Halcrow Halcrow , and is responsible for water taxis and ferry terminals in Singapore industry SCC.The study from April 1, 2011 onwards, to March 31, 2012, to complete the report and begin the implementation of relevant recommendations.

戴夫特尼尔 to Halcrow's transport planning consultants, Caoguan You "catch" the opportunity, they talk about "traffic through" conversations from time to time around the two spindles, one, Penang public transport to be improved, second, the people of Penang need to change the mentality.

Yes, Caoguan You mentioned Penang alarming number of private cars and motorcycles, this is not building more roads can be solved, Penang needs is better transportation planning.

Cao: Caoguan You wear:

Convenient to ensure the future

Cao: In the past 30 years, Penang has conducted many studies on traffic, why do we need a blueprint for traffic in Penang?

Wear: for the government, the incumbent state government to promote to promote public transport. I think the important thing is we want to ensure that the next 20 years, Penang's public transport for people both in work and leisure, are very convenient.

Impact of planned capital

Cao: During the study you read in the last study, there are a number of recommendations which have been implemented or implemented?

Dai: I regret that, not many proposals were accepted, I think one main reason is financial problems.Study of the post, no matter on what the proposals should be within the capacity of the capital plan can be implemented. This Master Plan and the past is somewhat different, we do not emphasize hardware devices such as road construction, but in the macro to look at the overall traffic problem in Penang. But the most important thing is to have working capital, on the development of such feedback can we try to improve transport gold.

Hard to change people's thinking

Cao: With your experience and observation, the daily traffic flow of Penang what forms? What is the most difficult problems?

Dai: Although fast pass service three years in Penang, and Penang George Town city government also provides free bus service (CAT) and Wei Province to the Penang Free Industrial Zone bus service (BEST), these services are good But the problem is too much car of Penang. Coupled with the government gasoline subsidies, resulting in difficult to change people's thinking to use public transport. Second, the motorcycle is one of Penang's transport motorcycles accounted for 35% to 45%.

Advanced cities face traffic problems

Cao: Which cities are facing the same traffic problems and the Penang? Whether they have to find a solution?

Wear: Comparison of different Penang. In fact, the advanced European countries, cities such as London, New York also face traffic problems,

The face of how to encourage and persuade people to use public transport. But their advantage is that there are sufficient funds to enhance better public transport facilities. The development of cities like Penang, there is no such funding, only the implementation of bus lanes or light rail. Many cities are also conducting traffic studies, but no funds to implement the proposed scheme.

Penang face several bottlenecks have to set up a database to find solutions

Cao: According to a survey conducted by Halcrow and research, what program can instantly solve Penang's traffic congestion problem?

Dai: Penang a few traffic bottlenecks, such as Motor City, coming from the north-south road junction, as well as floating Luoshan back and tail ridge road junction, these are the lack of transfer traffic light junctions. We need to establish a data collection database to record all occurred

Car accident locations, causes and the incident involving transport, and a provincial Council, Penang Island and the prestige of the discussion group set up to root of the problem and seek solutions.

Encourage the use of public transport to reduce private car dependency

Cao: Penang State Government continues to promote the "moving people without moving the car" (moving people not cars) concept, you think how high it feasible? In particular, the people here too you say car, the Penang State Government to achieve this objective?

Dai: The most critical issue is to change people's thinking in Penang, to convince people to use public transport, and one of the program is to provide a comprehensive public transport. However, I suspect, if we provide the world's best public transport, is not someone to give up the use of private cars, which requires a set of strategies, such as limiting the George Town city area parking spaces, to encourage people to use public transport. As some cities impose tolls, but many cities do not, this is a hot potato. Another problem is the government's fuel subsidies resulting in people's dependence on private cars, if you can give this allowance instead of public transport, then I think there will be very different. Government subsidies are necessary, just look at what benefits the project. Grants and people like to share the wealth of nations.

Cao: This is the idea of politicians and consultants the difference lies.

Streets full of historic character is not like the development of road capital

Cao: the rapid development in the case of Penang, to continue the construction of the road model feasible? Here the main means of transport or private car-based (cars and motorcycles), Georgetown limited space can load this traffic?

Dai: Yes, Penang has developed rapidly, the population in the next 20 years will increase by 50%, if we do nothing, the road system certainly can not cope. We must be clear on what to do, we want to increase the traffic or the road to a balanced transportation network. Unlike Kuala Lumpur, Penang, Kuala Lumpur in the last 20 or 30 years are biased in favor of toll road development, and Penang (George Town) of streets are full of historic character. If you can have a better interface between the sidewalk and equipment, more efficient public transport system network. In George Town city center, well served by public transport is more efficient transport, road construction in the city center and can not help.

North-south light rail line set convergence works

Cao: Penang monorail project also talked about, do you think work?

Wear: when you talk about this large-scale public transport system, first you must have a high density of population to support this project off the

Real. LRT in some specific areas may work, but back to square one, we want enough to convince people to use or a public transport integrated transport system. George Town's traffic congestion is still not as bad to force people to use public transport, but in the future, to make public transport become effective, one of the options is to stop road construction, but this is not always the right solution. If you want to implement the light rail, I think I can set convergence in the southern and northern routes. I think we can be in May next year, after completion of the study explore.

Water taxis wait for coastal planning study the feasibility of

Cao: Water transport have the potential to become public transport and tourism products?

Dai: Water taxi is being studied. We have completed a study of the ferry, ferries and major provincial convergence Wei Gu Georgetown

Track area, but so far no two places are also many activities, so the ferry just for sending people to the destination of transport. As for the future potential, then see how we plan cities and coastal development.

Difficult to achieve full bus utilization rate of 40% target Penang

Cao: Traffic Master Plan's main strategy is to take the rate of 40% in 2030, do you think this is achievable goals? Penang bus service you What do you think?

Dai: We must first understand the meaning of the 40% target is. One is the Penang people to use public transport rate of 40%, the other is the center of George Town for 40% of the flow of people using public transport. In fact the whole Penang to get 40% of bus usage is difficult, unless we have a good reward and punishment system, and our goal is the center of George the flow of people.

Harbour Crossing project is still unknown

Cao: tunnel for the recently announced plan, what is your view? This scheme can alleviate the traffic congestion situation?

Wear: Any research is towards a sustainable future, we must think about the future what we want to develop. Penang State Government is very active in development, do not want to miss opportunities. But (CHT) is the right solution, I think we should wait until the traffic in the blueprint released so far. We first tested a series of plans, from small to large road intersection widening, build roads, tunnels, improve public transport, parking, "by, to enhance the transport hub, bus services, policy changes such as increased parking fees, toll fees. Halcrow in the next two to three months to complete the transport strategy, the careful study of the Cross Harbour Tunnel project, while in February next year, after the publication of transport strategy, the public will be able to put forward their views and we will be able to Penang's traffic flow from the line type ", the understanding of future traffic patterns.

Penang second bridge to drive the development of closer links

Cao: Second bridge the existing forms of transport may bring about changes, it increases the traffic flow?

Dai: Yes. North from Kuala Lumpur, Penang, people will enter the second bridge. The second bridge is only two lanes, but the existing Penang

City bridge back and forth, but have three lanes in both directions, it would certainly increase the traffic flow, and further strengthen the ties on both sides of Penang, to foster their development.Penang Bridge will also be added to stimulate the Batu Bay and Bali six worship in the vicinity of the development.

Long-term vision for Penang Transportation Master Plan

Cao: Traffic Master Plan will be the next 10 years, Penang transport policy guidelines, which are immediate measures Penang government should consider?

Dai: Penang Transportation Master Plan for the next 20 years of transportation planning, is a long-term vision. We must be clear that we have to 20 years after the traffic pattern is how to ensure that in the next five years and implement the measures are not the ultimate goal of conflict. If we want is a comprehensive public transport system, it must begin levying tolls, stop road construction. But if we continue to build roads can accept the model, it is towards this development.
