大幅发展须重划界
他指出，乔治市的边界在近年来有了巨大的改变，尤其是许多填土发展计划更是大幅度改变乔治市的边界。因此，槟岛市议会以及测量局尚需要花费相当多的精力在重新划分乔治市边界上。

槟岛填海惹非议 非政府组织频质问官员
由于槟岛寸土尺金，发展商在近年来频频发展填海计划。然而过多的填海计划却受到非政府组织的非议，并频频就此事质问槟州政府对土地发展的政策。
就在今天以“州土地运用”为主题的地方政府论坛上，数个非政府组织代表就针对填海发展计划的环境问题以及地契问题，向各个政府部门发出连珠炮式的提问，逼得各个部门疲于应对这些问题。
其中，最常被提起的两道问题就是为何一些填海发展计划能够获得永久地契；以及填海计划进行前是否有做好环境评估。
非政府组织代表质疑，槟州政府是否有一套标准或政策规定填海发展计划的地契类型。
疑双重标准批地契
他们说，目前有部分填海发展计划仅获得99年租赁地契；但一些计划却获永久地契。
为此，非政府组织代表们担心，发放永久地契会导致当地的地价飙升，在惠及发展商的同时导致槟州人民的利益受损。
恐似新关仔角泥泞侵蚀
非政府组织代表们也严重质疑州政府在批准这些填海计划时，是否有做好环境评估，尤其是对海流情况的评估。
他们担心，更多的填海计划会导致更多地方出现类似新关仔角那样被泥泞侵蚀的现象。
面对这些凌厉问题，官员们似乎都无法给予令人满意的答案。

他也和附合行政议员彭文宝的关于发放地契是“政治考量”的说法，并称发放租赁地契或永久地契很可能是发展商在审视局势之后和州政府交易的结果。
他也说，发放何种地契对州政府的地契影响并不大，但对发展商的影响却非常深远。
