掌管槟州地方政府事务的行政议员曹观友今日承认,乔治市看来无法按照原定计划,在明年1月成功升格为市;这主要是因为乔治市的边界划分尚未完成。

有关边界划分在完成之后,尚需经过宪报才能有效。

大幅发展须重划界

他指出,乔治市的边界在近年来有了巨大的改变,尤其是许多填土发展计划更是大幅度改变乔治市的边界。因此,槟岛市议会以及测量局尚需要花费相当多的精力在重新划分乔治市边界上。

曹观友及槟州秘书处首席助理温乃坤今日在地方政府论坛上向记者讲解乔治市升格为市的进展时说,槟岛市议会及测量局的相关负责人,在今早出席了槟城地方政府论坛之后,还需马不停蹄地在下午召开联合会议,以商讨边界划分的事宜。

温乃坤指出,槟岛市议会早在去年便已向我国房屋及地方政府部门提出乔治市升格为市的申请。

积极招揽专业人士

他说,除了边界划分的问题之外,市议会还需聘请更多专业人士,以符合房屋及地方政府部门的要求。

对此,槟岛市议会已经获得公共服务局开出绿灯,正积极招揽专业人士为市议会服务。

因此,相信只要专业人士的数量符合要求,以及边界划分完成,乔治市升格为市已经指日可待。

曹观友欢迎非政府组织 周日“占领”市会

行政议员曹观友以开明的态度欢迎非政府组织于本周日“占领”市议会。

捍卫市会功劳

他也指出,根据我国地方政府法令,市议会的月常会议一直都是允许非政府组织代表进去旁听。但是,他认为市议会并无法达到非政府组织们的要求,允许他们提出课题及做出询问,“就像州议会一样,我们总不能允许公众现场提问。”

槟州的一些非政府组织及居民协会,早前以槟岛市议会在多个方面的决策皆显得不专业为由,恫言将在本周日6点之后“占领市议会”,以表达不满。

槟岛填海惹非议 非政府组织频质问官员

由于槟岛寸土尺金,发展商在近年来频频发展填海计划。然而过多的填海计划却受到非政府组织的非议,并频频就此事质问槟州政府对土地发展的政策。

就在今天以“州土地运用”为主题的地方政府论坛上,数个非政府组织代表就针对填海发展计划的环境问题以及地契问题,向各个政府部门发出连珠炮式的提问,逼得各个部门疲于应对这些问题。

其中,最常被提起的两道问题就是为何一些填海发展计划能够获得永久地契;以及填海计划进行前是否有做好环境评估。

非政府组织代表质疑,槟州政府是否有一套标准或政策规定填海发展计划的地契类型。

疑双重标准批地契

他们说,目前有部分填海发展计划仅获得99年租赁地契;但一些计划却获永久地契。

为此,非政府组织代表们担心,发放永久地契会导致当地的地价飙升,在惠及发展商的同时导致槟州人民的利益受损。

恐似新关仔角泥泞侵蚀

非政府组织代表们也严重质疑州政府在批准这些填海计划时,是否有做好环境评估,尤其是对海流情况的评估。

他们担心,更多的填海计划会导致更多地方出现类似新关仔角那样被泥泞侵蚀的现象。

面对这些凌厉问题,官员们似乎都无法给予令人满意的答案。

县属官员以及水利灌溉局皆无法对填海导致的环境问题给予正面的回应;而与会的行政议员彭文宝更直称,不同地契类型的发放更多是基于“政治考量”,而非“技术考量”。

较后,主持会议的行政议员曹观友在记者追问下表示,县属和水利灌溉局皆须对填海计划所带来的环境问题负责任;而其中水利灌溉局的责任更大。

他也和附合行政议员彭文宝的关于发放地契是“政治考量”的说法,并称发放租赁地契或永久地契很可能是发展商在审视局势之后和州政府交易的结果。

他也说,发放何种地契对州政府的地契影响并不大,但对发展商的影响却非常深远。
